Application Development and IT Service Manager

The Opportunity

PM&C is looking for enthusiastic, experienced managers (EL2) to support and coordinate the delivery of Applications and ICT Service Manager. The roles cover a broad range of applications and present an exciting opportunity to support critical systems and build and integrate new ones to support the strategy.

Application Development Manager

This leadership role is accountable for the delivery of application development and their transition to operations in the enterprise. The application development Manager is responsible for development, enhancement and potentially also some support aspects of multiple applications that support business process and services across PMC. This is achieved through the effective delivery of IT services through the management and orchestration of people, products, providers and processes.

Define and enhance methodologies and practices for the application life cycle management in line with best practice and practical experience of continuous improvement. This degree of change will require strong leadership, as leaders will need to manage changes to the culture, as well as the organization's operating model.

Staff will need to be supported and guided, as they develop the attributes and characteristics required to deliver great customer service and meet the business requirements and associated outcomes.

Service Delivery Director

This role is accountable for the delivery and support of a broad range of IT services critical to the department and its partners. Key capabilities are:
• VIP support (to SES, the Prime Minister and Minister's Offices. Includes interstate and overseas travel).
• Service desk (1st,2nd and 3rd level).
• Desktop Support.
• Cyber support (incident monitoring and response).
• Infrastructure support (patching, monitoring, incident, telephony).
• Governance (change, problem review).

Critical to this role is the ability to develop meaningful, trusted and collaborative relationships with customers and partners. We are looking for someone a customer centric mindset accompanied with a very strong leadership background in the delivery and support of the above services.

Common to both roles

The manager needs to be able to navigate and manage cultural challenges, and develop the necessary skills and competencies within their team. In many respects, the EL2 manager must embrace a stronger service culture, while simultaneously determining how to exploit emerging technologies.

The manager must take the lead in developing a partnership with the project teams, operations and business areas. There is a necessity to gain a real understanding of how the business organization works, and what their drivers and issues are.

This individual will have strong project management acumen and excellent vendor management skills, in addition to a superior, service-oriented approach to operations and delivery.

As a member of the IT leadership team, the role contributes to the development and execution of the enterprise wide IT strategy. It also ensures its alignment with the enterprise's business strategy and the delivery of capabilities required to achieve business success.

You will need good organisational skills, with the ability to deliver multiple projects within tight timeframes. You should be able to manage competing priorities, anticipate and meet the needs of stakeholders, and show initiative to improve work practices.

You will have the capacity to work independently, flexibly and responsively to achieve results. You will have strong people skills and the ability to engage authentically with stakeholders on complex issues. It is important that you are a strong communicator who can present a logical and compelling argument. This may also involve communicating technical details clearly and persuasively to non-technical audiences.

We are specifically looking for candidates who can contribute some or all of the following skill or knowledge sets:

• Leverages influencing and negotiation skills across IT and the enterprise to enable cost-effective and innovative shared solutions in the achievement of business goals.
• Participates in the assessment of external and internal technology capabilities required to achieve desired positioning.
• Champions involvement in the PM&Cs organization's innovation efforts and its role in experimenting with new solutions to take advantage of business opportunities.
• Forecasts future skill and competency needs to acquire and develop an IT workforce.
• Manages the growing maturity of the team by introducing revisions to the operating model.
• Drives the adoption and commitment to continual service improvement.
• Adopt new techniques and practices, such as Agile and service integration and management (SIAM), to complement the change in focus as the teams' maturity develops.
• Project management.
• Active listening and learning from others.
